Should Water Conditioners For Aquariums Cause Small Formations of Bubbles?

I just got my new aquarium, so I have added tapwater and the recommended amount of water conditioner to it. However, I am seeing small formations of bubbles on the rocks and on the side of the tank . I know that I am going to have to cycle my tank before adding fish, but should it be doing this?
